A Vicious Circle of Wasting Time

Why people some time take the liberty of deliberately wasting time of another person?
Is it just for making a point that he/she is important or just to show what a prick/bitch he/she is. Why can't there be some mutual establishment that we don't screw you and you don't do us. I mean after confirming also they act moronic by making someone wait. Do you know if a individual wait without working then he is making loss to the firm he is representing and if we take a collective account of all those person then the out result will be a huge amount which a firm pays to his employee who don't add any substantial value. So the company which is making loss on that account thereby concludes the respective country making a loss and so hampering its progress. Now what are the adverse effects of the situation to the concerned individual? Well for the time being he is getting screwed first and which later affects his performance so in a long term he loses his appraisal by losing his credibility on his superiors and second he either adapts to the environment and gets lazy or strongly reacts to the situation disrupting his public relationship. So if you are sitting ideally at office or at any place on the time which is allotted to your firm then you in turn are hindering the pace of global development. So people give it a break and plan your schedules and stick to your commitments.
